2010

The Michigan Early Childhood Investment Corporation released a report titled, "Steps Forward," written by CAYL President Valora Washington. The reports discusses the need for better college-level training and higher salaries for Michigan students who want to enter the early childhood profession, and the barriers that prevent that from happening. 

2009

In a CAYL Principals Seminar, it was noted that one purpose of early education is to preserve childhood, a practice that has become increasingly difficult. The report "First Do No Harm" talks about observations in the early childhood classroom and recommendations for better assessment.

On February 13, 2009, a report outlining the "Progress and Possibilities" for the Massachusetts child care voucher system was issued. After three years, it was found that Massachusetts has made important policy and program improvements, partly as a result of the Voucher Study. However, the policy, fiscal and program environment for child care subsidies has changed since the original study. This recently released report is a synthesis of both the progress in the voucher system from 2006 to 2009, and a review of what remains to be done in order to better serve young children and their families.

The Bessie Tartt Wilson Children's Foundation has released a new study entitled "Transporting Young Children." This follow-up study to the 2006 study A Study of the Massachusetts Child Care Voucher System shows there has been limited progress in improving access to child care for families that cannot obtain early care and education services because they lack transportation.

Dr. Valora Washington, President of the CAYL Institute, served on the Child Poverty Reduction Working Group, a diverse and talented cadre of public and private Massachusetts leaders in child advocacy, social policy, education, and research for collaborating with Massachusetts Kids Count on the report “Child Poverty in Massachusetts: A Tale of Two States”. This report provides a broad overview of the scope and reasons for child poverty in the state, along with an introduction to the individual and broader social and economic costs. In this report, a new political momentum is built for alleviating poverty and a growing receptivity by citizens to discussing it and supporting its elimination.

 

2008

One of the desired results of the CAYL Schott Fellowship in Early Care and Education is that organizations where CAYL Schott Fellows work become policy and field leaders in areas of early care and education. Two organizations have had multiple staff participate in the Fellowship program over several years. They are Cape Cod Child Development (CCCD) and Action for Boston Community Development (ABCD). These organizations offered to become case studies so that the CAYL Schott Fellowship could learn how organizations with multiple Fellows engage in and develop policy leadership within their organizations. Role, Relevance, and Reinvention: Higher Education Programs in the Field of Early Care and Education questions how important higher education is in the relevance, and reinvention of early care and education. As well, the article examines what higher education does to strengthen early care and education.

Recommendations of the Massachusetts Early Education and Care and Out–of-School-Time Workforce Development Task Force reports on the different committees sponsored by the Workforce Development Task force. Child Care Voucher Project Phase II is a follow-up report on a voucher report done in 2005. The report outlines what has changed since then and the impact of vouchers now.

Communication In Any Language In Massachusetts, families whose second language is English, it is very difficult for them to understand how to fill out voucher forms and other materials.
The report calls for a reform in order to make it easier for those families to gain easier access and understanding in order to fill out the correct paperwork.

2007

Report of the Puerto Rico Study Tour. The Study Tour was the
culmination of a year-long effort to explore the issues of immigration and migration in Massachusetts. The initiative included extensive review of the literature as well as two major roundtables involving over 100 leaders on immigration and on Puerto Rican children and families. At CAYL, we take seriously the mission to improve and change the circumstances for these children and the Study Tour is another tool that enables us to do that.

Cornerstones: Strengthening the Foundation of Health and Safety in Early Education and Care is a report about the problems of health and safety in early childcare in Massachusetts.
It outlines what the policies are in Massachusetts and gives recommendations on they can be changed and fixed.

on Young Children – And What Michigan Can Do About It presents the unmistakable picture of how race and class impact children of color and their families…

 

2006
A Study of the Massachusetts Child Care Voucher System is a report on the voucher system in Massachusetts and the impact and problems it has.

Making It Work is a report on the importance of workforce development and the need of it in order to bring about a strong and successful early childcare program in Massachusetts.

2004
Where Do We Go From Here is an article about the need to advocate for quality early childcare. The
article outlines strategies and solution to ensure better early childcare.

2003

Leadership Pathways For Early Education is a report on the importance of quality early childcare education. It talks about how parents can advocate for it and what Massachusetts
can do to improve early childcare education.

Leading Together is a report on how Massachusetts could be the leader in early childcare education and what steps Massachusetts needs to do in order to achieve it. This report led to the creation of the Schott Fellowship.
